Expatriate Locally Engaged Manager - Department of Immigration and Citizenship


The Immigration Section of the Australian High Commission in Kuala Lumpur, Malaysia, is seeking expressions of interest from suitably qualified persons to fill the position of Locally Engaged Expatriate Manager.

The position is open to citizens of Australia, applications by nationals from New Zealand, Britain, Canada and the USA may also be considered. The successful applicant must hold, or be able to obtain, an Australian government security clearance.

The monthly salary for this position is between MYR 16806 and MYR 18897. The vacancy is a full time position with a contract term of 2 years to commence in September 2013. Locally engaged terms and conditions of service apply.

All relocation costs are at the officer’s expense, including travel, personal effects and accommodation in Kuala Lumpur. In considering this position, applicants should make themselves aware of Australian taxation arrangements for Australian citizens working overseas.

The position will report to the Principal Migration Officer (Operations). Job description, core capabilities and selection criteria for the position are listed below.

Position Roles and Responsibilities

There are two visa processing teams in the Immigration Office at the Australian High Commission in Kuala Lumpur – the Refugee and Migration Team and the Integrity and Temporary Entry Team. This position will be responsible for managing a team of 6 Locally Engaged staff in the Refugee and Migration Team. (Rotation opportunities may be available subject to operational requirements.) The occupant is expected to effectively manage priorities, deliver program targets and foster team cohesion in the context of a busy office environment.

Specific responsibilities:

1. Managing the efficient and effective delivery of visa, citizenship and integrity programs, including:

  • Ensuring effective program delivery through allocation and monitoring of on-hand caseloads.
  • Assist with quality assurance and best practice initiatives to deliver high standards of client service and decision making.
  • Assessing and deciding applications in accordance with Australian government legislation and policy, and through the use of office IT systems.

2. Managing staff to achieve office and departmental objectives, including:

  • Promoting a commitment to workplace diversity principles and participative, safe and healthy work practices.
  • Supervising and monitoring staff performance, including undertaking staff performance appraisals.
  • Provide on the job training and mentoring for staff.

3. Assist with office representation. This may include:

  • Building and maintaining effective relationships within DIAC and with other agencies at post.
  • Undertaking some liaison with external stakeholders including the host government, international agencies and foreign missions located in Malaysia.
  • Participating in promotional exercises as appropriate.
